This is about the unwillingness of people to repent because they are so given to their idolatrous ways that even severe judgment does not turn those that were spared to in any significant number to repent. In fact judgment increases their Satanic rebellion that blinds them from the consequences of everlasting torment that they will soon face. God compares their heart to a rock which horses are not able to run on and oxen cannot plow on.

2nd Samuel 4:

The word Saul means requested. The people requested what was not God’s will because it was out of an impure motive to feed their own pride in themselves rather than to glory in God in humility out of the fear of God. The result was a ongoing chain reaction of impure motives with Saul having identity in the acceptance of people and that going all the way down to his son, Ishbosheth, which means man of shame having such strong identity in Saul instead of God so that he was totally feeble and therein displayed shame after Saul died. The motives of the captains under Saul, Rechab and Baanah, that killed Ishbosheth had very impure motives which resulted in David killing them when they thought they would be rewarded.

Exodus 7:

This passage shows that God has a plan to use the hardness of man’s heart against God to work toward His purposes for those that are His people without the deception of impure identity.

(Prov 16:6 [KJV]) By mercy and truth iniquity is purged: and by the fear of the LORD men depart from evil.

There is an emphasis on the evil of pride from which springs deception that leads to many other sins that are then justified.
